Title 31 › SUBTITLE II — THE BUDGET PROCESS › CHAPTER 15 — APPROPRIATION ACCOUNTING › SUBCHAPTER III — TRANSFERS AND REIMBURSEMENTS › § 1537
The United States and the District of Columbia can provide workers and services to each other to avoid repeating work and to save money. Any such help must be set out in an agreement that officials from both governments negotiate and that the Director of the Office of Management and Budget and the Mayor of the District of Columbia approve. The agreement must make the receiving government pay the service costs at rates based on the actual cost. The agreement can let one government’s officials exercise certain duties for the other. If the United States pays costs, those costs may be charged to D.C. appropriations available to the D.C. official who received the service. If D.C. pays costs, those costs may be charged to U.S. amounts available to the U.S. official who received the service. When the Director of the Secret Service requests help, the Chief of the Metropolitan Police must assist the Secret Service and its Uniformed Division without reimbursement for protective duties under 18 U.S.C. 3056 and 3056A.
