A death finding by a U.S. official who is legally allowed to make it counts as proof. Federal Reserve banks or Treasury officials can use that finding to credit accounts when they transfer, exchange, reissue, redeem, or pay government obligations, including guaranteed obligations for which the Treasury Secretary acts as transfer agent.
