Other federal agencies (not the Treasury) can prepay or repay the Treasury when the Treasury provides services but has no money specifically appropriated for them. "Service" here means things like disbursing or receiving money, servicing bonds, making accounts, and keeping bank accounts. Even if section 3302 of this title would say otherwise, the money paid may be credited to the Treasury appropriation that is current when the service is provided.
