Lets the Secretary of the Treasury, when Congress has provided money in advance, make contracts and payments for certain administrative and protective needs. These powers include hiring temporary experts under 5 U.S.C. 3109 at pay up to the per‑diem equivalent of GS–18; paying the State Department for health care for Treasury employees and their dependents overseas; paying for official receptions; cleaning and repairing uniforms for uniformed Treasury staff; running athletic programs for students at the Federal Law Enforcement Training Center in Glynco, Georgia; installing and later removing security fixtures (fencing, lights, guard booths) on nonfederal property; making reciprocal assistance agreements and training or giving lab help to State and local law enforcement, with or without reimbursement; insuring official vehicles abroad; and, when needed for official business, getting real property abroad by lease for up to 10 years and getting personal property abroad by purchase or lease, then managing, repairing, improving, insuring (including buying commercial insurance), and disposing of those properties.
