A government official who pays out executive-branch money must only make payments when there is a proper voucher signed by the agency head or by an employee who has written permission from the agency head. The official must check the voucher to make sure it looks right, is signed and approved, and that the amounts match the facts. The official is responsible for doing these checks, but is not held liable for math mistakes or for payment reductions or holds required under sections 3716 or 3720A of this title. Members of the armed forces may sign vouchers if they have written permission from the Secretary of Defense, or from the Secretary of Homeland Security for the Coast Guard when it is not part of the Navy. The Secretary of the Treasury can give a certified list of people who get regular payments, and that list can be used as a voucher if it is in proper form. Every certified voucher must include the taxpayer identifying number for each person to be paid.
