The Treasury Secretary must send each agency a monthly list of Treasury checks that became unpaid and over 12 months old, starting in the 14th month after the law takes effect. Those listed checks must be canceled and the money must be returned to the agency and put back into the same account that was originally charged. Within 18 months after the law starts, the Treasury Secretary must find and cancel all unpaid Treasury checks issued before the law took effect under section 3328. The money from those canceled checks must first pay off account balances that show uncollectible debts and pay costs from handling checks and claims for all agencies. Any leftover money goes into the Treasury’s miscellaneous receipts. Canceling a check does not remove the government’s original obligation to pay.
