Creates an interagency working group on payment integrity within 90 days of the law. The group must work to make State-run federal programs better at checking who is eligible and sharing data. It must improve rules and best practices for finding, stopping, and responding to improper payments, including fraud. It must also improve how agencies share and use data analytics to spot and prevent wrong payments, and identify any other steps that would help. The group must be led by the Office of Management and Budget Director and include one representative from each agency named in section 901(b)(1) and (2), plus any other agency staff OMB picks (for example, CIO, CPO, CRO, COO). It may talk with Inspectors General and outside fraud and financial experts. It must meet at least four times a year. Within 240 days it must send Congress a report with a plan of concrete steps to reduce improper payments and a plan for States and Federal agencies to check beneficiary lists for duplicate enrollments between States, including how the Do Not Pay Business Center and the Treasury data analytics effort could help.
