Agencies must use available funds to cover a loss caused by an accountable official or agent if the agency head finds the loss cannot be collected. Paying the loss does not remove the person’s personal financial responsibility. The Comptroller General must write rules for this. Under those rules, an agency head may net unpaid and overpaid amounts in individual pay accounts against the appropriation for the fiscal year when the errors happened and then charge and credit that net amount to the same appropriation in the next fiscal year.
