The Secretary must make public every written ruling that explains this part of the law, and must publish a staff commentary about the regulations under it once a year.

The Secretary shall—
(1)publish all written rulings interpreting this subchapter; and
(2)annually issue a staff commentary on the regulations issued under this subchapter.
