One year after the first national strategy under section 5341 is sent to Congress, the Secretary may give grants to State and local law enforcement agencies and prosecutors. The money is for investigating and prosecuting money laundering and related financial crimes in high‑risk areas. Applications that show two or more State or local agencies or prosecutors working together, with a history of Federal, State, and local cooperation, must get special preference.
