Congress may provide money to carry out the subchapter. The amounts are: fiscal year 1999 — $5,000,000; 2000 — $7,500,000; 2001 — $10,000,000; 2002 — $12,500,000; and 2003, 2004, and 2005 — $15,000,000 each.
