Congress finds most Internet gambling is paid with credit cards and wire transfers. A 1999 study recommended banning wire transfers to gambling sites or their banks. Online gambling is causing debt problems for insured depository institutions and the consumer credit industry and needs new enforcement because old methods often fail. Nothing here changes any Federal or State law or Tribal‑State compact on gambling.
