Requires federal agencies to make clear how they spend government money and to cut unnecessary paperwork by explaining their relationships with contractors, States, local governments, and other recipients when buying goods or services or giving federal aid. It also sets rules for which legal tools agencies should use so those tools are used the same way, show who is responsible, and encourage careful use of contracts and strong competition for contracts, grants, and cooperative agreements.
