Explains what certain words mean for the rest of the chapter. "Executive agency" does not include government corporations that are partly privately owned. "Grant agreement" and "cooperative agreement" do not cover deals that only give direct federal cash to an individual, a subsidy, a loan, a loan guarantee, or insurance. "Local government" means units like cities, counties, special districts, councils of governments, interstate groups, and other local public bodies. "Other recipient" means a person or organization (not a State or local government) that can get federal aid or contracts, including charities and schools. "State" means a U.S. State, the District of Columbia, a U.S. territory or possession, state agencies, and multi-State or regional government bodies.
