Within 3 years after the chapter was enacted, the Secretary and the Director must issue guidance telling agencies to use the data standards in section 6402(a) for all reports from people and groups who get federal awards. The Director must also issue guidance to apply those standards to audit-related reports under chapter 75. The guidance must, when reasonable, avoid upsetting current reporting or adding extra burden and should look for ways to use modern technology. The Director may allow exceptions for classes of awards, including awards to Indian Tribes and Tribal organizations under the Indian Self-Determination and Education Assistance Act (25 U.S.C. 5301 et seq.), but must publish and send a list of exceptions to the Senate Committee on Homeland Security and Governmental Affairs and the House Committee on Oversight and Reform. The Director must consider the consultations required by section 6402(d) and update the guidance at least once every 10 years, using the same procedures as the original guidance whenever possible.
