The head of the federal agency running a grant program can let a State use a different state office or setup instead of the required single state agency. They may do this if the State’s executive or legislative authority that controls state organization asks for it, shows the single-agency rule would stop the State from having the most effective and efficient setup, and the federal head decides the grant program’s goals will not be harmed by the alternate arrangement.
