Congressional committees overseeing federal grant programs with no end date must study the programs and report to their House. The study must check if grants met goals, if the program can continue without more federal help, whether purpose, rules, or management should change, and if it meets changing needs. For laws enacted before October 16, 1968, reviews are due every fourth year after the last review. For laws enacted after that date, the first review is due by the fourth year after enactment and then every fourth year.
