The leader of a federal agency must make sure requests for projects paid for by at least two assistance programs are handled quickly and smoothly. They must speed up reviews and approvals, respect timing needs the applicant reports, limit how many federal contacts the applicant must deal with, tell the applicant quickly about decisions or problems, and not make the applicant get information one agency could obtain itself.
