Allows the Comptroller General to create senior jobs when the Government Accountability Office needs important scientific, technical, or professional help. People in those jobs must follow the same pay, awards, rank, leave, benefits, performance review, removal, and layoff rules that apply to the GAO’s Senior Executive Service. They get the same right to appeal personnel decisions to the GAO Personnel Appeals Board. They are also exempt from the same laws that the Senior Executive Service is exempt from, except for one specific legal requirement that still applies. They are eligible for discontinued service retirement under chapters 83 or 84 of title 5, just like Senior Executive Service members. The Comptroller General can move them into any Senior Executive Service position when needed. These senior jobs can include the types of senior positions listed elsewhere in the law.
