Title 31 › SUBTITLE V — GENERAL ASSISTANCE ADMINISTRATION › CHAPTER 75 — REQUIREMENTS FOR SINGLE AUDITS › § 7503
Audits done under this chapter replace any other federal financial audits a non-federal entity must have under other laws or rules. If that audit gives a federal agency the facts it needs, the agency must use those facts. A federal agency can still do extra audits when it needs to meet its duties, and a non-federal entity cannot block those extra audits. Agencies must plan extra audits to avoid repeating other audits. The replacement rule applies even if the entity was not required to have an audit under section 7502(a). This chapter does not limit the authority of federal agencies or Inspectors General to do audits or reviews. If a federal agency arranges extra audits beyond those under this chapter, the agency must, consistent with other law, provide funding to cover the full cost. Extra audits must be coordinated with the agency chosen under criteria in section 7504 to avoid duplication. When a federal agency or the Comptroller General asks, an independent auditor who did an audit under this chapter must make the auditor’s working papers available for quality reviews, to resolve findings, or for oversight, and must allow copies to be made.
