When the President decides it is practical and in the public interest, the President must put in the budget submitted under section 1105 a recommendation that a wholly owned Government corporation be treated as an agency (not a corporation) under chapter 11 for fiscal matters. If Congress approves, that treatment applies for fiscal years beginning after the fiscal year of approval and the corporate entity itself is not changed.
