Title 32 › Chapter 3— PERSONNEL › § 314
Every State, Puerto Rico, the District of Columbia, Guam, and the Virgin Islands must have an adjutant general who carries out that jurisdiction’s laws. The President appoints the D.C. adjutant general, sets the grade and qualifications, and may assign a retired commissioned officer of the Regular Army or Regular Air Force if the D.C. National Guard’s commanding general recommends that person; the detailed officer gets basic pay and allowances of the grade. Adjutants general and National Guard officers must send the reports the Secretary of the Army or the Secretary of the Air Force requires to that Secretary or to a person the Secretary names.
