Title 32 › Chapter 5— TRAINING › § 508
Allows National Guard members and units to help certain youth and charity groups while doing required training, if four rules are met: the help must not hurt the quality of training or stop the unit from doing its military job; the service must not be available from a business unless that business agrees in writing; Guard personnel must gain or improve military skills by doing the work; and the help must not noticeably raise training costs. Allowed help includes ground transport, air transport for the Special Olympics, administrative and technical training support, emergency medical aid, and communications. Guard facilities, military property, and certain federal vehicles may be used. Eligible groups include the Boy Scouts, Girl Scouts, Boys Clubs, Girls Clubs, YMCA, YWCA, Civil Air Patrol, U.S. Olympic Committee, Special Olympics, Campfire Boys and Girls, 4‑H Club, Police Athletic League, and any other youth or charity group named by the Secretary of Defense.
