Title 33 › Chapter 22— SEA GRANT COLLEGES AND MARINE SCIENCE DEVELOPMENT › Subchapter I— MARINE RESOURCES AND ENGINEERING DEVELOPMENT › § 1101
Requires the United States to create and keep a coordinated, long-term national marine science program to help people, protect health and property, boost commerce and transportation, strengthen national security, restore commercial fisheries, and make better use of ocean resources. The program has eight goals, including speeding up development of marine resources; increasing knowledge about the ocean; encouraging private investment in exploration, technology, and marine business; keeping the U.S. a leader in marine science; improving education and training; improving tools and vehicles for ocean work; using national science resources efficiently to avoid waste; and cooperating with other countries when it serves the national interest.
