When the EPA administrator finds that reservoir storage set aside for water-quality flow control is not needed or should be a different amount, the agency running the project can change the project and use the freed storage for other allowed purposes if its leader agrees. If water-quality benefits are 15%–25% of total project benefits, the change only takes effect after the House and Senate committees adopt resolutions approving it. If water-quality benefits exceed 25%, these rules do not apply.
