The Administrator can give grants or contracts to colleges to help them train undergraduates for jobs that run and maintain sewage and water-quality treatment plants. Grants can pay for planning new or bigger training programs, training or retraining teachers, short or regular training institutes, cooperative work-and-study programs, and research and teaching materials for those programs. The Administrator may also pay 100 percent of extra construction costs for a training facility and pay for State operator training programs, including mobile training units, classroom rental, special instructors, and training materials. No more than one construction grant may be made for each State, though a grant can serve several States if needed, and a supplemental facility grant may be made in each State served. Grants may come from sums under section 1285, but the Federal share for any such training facility may not exceed $500,000. The Administrator may exempt a grant from section 1284(a)(3). Grantees who got a grant before the Clean Water Act of 1977 can have their grant increased with funds from that Act.
