The Administrator can make agreements with the State of Alaska to run demonstration projects that build and show ways to give native villages safe community water and to reduce pollution. The projects must include community water systems, toilets, bathing and laundry areas, sewage and waste disposal, and health and hygiene education. The work is also meant to help make early plans for doing this for all native villages in Alaska. The Administrator must work with the Secretary of Health and Human Services and may coordinate with HUD, Interior, Agriculture, and other agencies. Up to $2,000,000 is authorized, plus $200,000 for fiscal year 1978 and $220,000 for fiscal year 1979. A joint study with the State and Native organizations must be done, coordinated with sections 1254(q) and 1255(e)(2), with a report to the Senate Committee on Environment and Public Works and the House Committee on Public Works and Transportation by December 31, 1979, and recommended actions or proposed laws by June 30, 1980. The Administrator may help pay for and manage operation and maintenance of the projects until the study’s recommendations are put into effect. village — a community, incorporated or not, with 10 to 600 people within a two-mile radius. sanitation services — water supply, sewage and solid waste disposal, and other services needed for normal personal hygiene and public health.
