The Administrator may make contracts with the State of New York to run a demonstration project to remove polychlorinated biphenyls (PCBs) from Hudson River bottom sediments, treat those sediments, bury them in secure landfills, and install monitoring systems. The project must test whether toxic material can be stored indefinitely in secure landfills and whether the cleanup helps the river recover. Pollutants can only be placed in a landfill after the Administrator finds landfill disposal gives greater protection for public health, safety, and welfare than other methods, such as incineration or chemical destruction. The Administrator may give New York grants from funds allotted under section 1285(a) equal to 75 percent of the project cost, with non‑Federal sources providing the rest. This authority ends September 30, 1983, and the funds may be used only if the Administrator decides money is not available under sections 1265 or 1321 or a comprehensive hazardous substance response and clean up fund. Any money used will be deducted from the State’s estimate under section 1375(b). The Administrator may not obligate or spend more than $20,000,000 for this.
