Title 33 › CHAPTER 26 — WATER POLLUTION PREVENTION AND CONTROL › SUBCHAPTER I — RESEARCH AND RELATED PROGRAMS › § 1276b
Creates a Puget Sound Recovery National Program Office inside the EPA in Washington and sets up a Puget Sound Federal Leadership Task Force to coordinate federal, state, Tribal, local, and international efforts to restore and protect the Puget Sound. The office will be led by a career Director with experience in project management. The Director must coordinate EPA actions with the Puget Sound Action Agenda, Salmon Recovery Plans, the Treaty Rights at Risk Initiative, and the Coastal Nonpoint Pollution Control Program; provide technical support and monitoring; track progress; follow the Comptroller General’s July 19, 2018 recommendations; and work with Canadian authorities and relevant commissions. The Task Force includes representatives from many federal agencies (for example, USDA, NOAA, the Army Corps of Engineers, Department of Defense bases, Coast Guard, FEMA, Interior agencies, Transportation agencies, and others), with co-chairs from NOAA, the Program Office Director, and the Army Corps of Engineers. The Task Force must honor Tribal treaty trust responsibilities and consult with tribes when asked. It must create and approve a Federal Action Plan no later than 5 years after December 23, 2022, review it at least every 5 years, meet within 180 days of December 23, 2022 and then at least twice a year, and report on progress to the President, Congress, Washington’s Governor, and the Puget Sound Partnership 1 year after December 23, 2022 and every two years after that. A State Advisory Committee of up to seven state agency members will advise the Task Force. Tribal treaty rights and consultation rules are preserved, and federal actions affecting the region must be consistent with the Salmon Recovery Plans, the Coastal Nonpoint Program, and Washington’s approved water quality standards.
