Allows money to be appropriated to carry out this part of the law, except for sections 1286(e), 1288, and 1289. The maximum amounts allowed are: for the year ending June 30, 1973 — $5,000,000,000; June 30, 1974 — $6,000,000,000; June 30, 1975 — $7,000,000,000. If money is provided by appropriation laws, the later limits are: Sept. 30, 1977 — $1,000,000,000; Sept. 30, 1978 — $4,500,000,000; Sept. 30, 1979 and Sept. 30, 1980 — up to $5,000,000,000 each; Sept. 30, 1981 — $2,548,837,000; Sept. 30, 1982 through Sept. 30, 1985 — up to $2,400,000,000 each year; Sept. 30, 1986 through Sept. 30, 1988 — up to $2,400,000,000 each year; and Sept. 30, 1989 and Sept. 30, 1990 — up to $1,200,000,000 each.
