Defines three key words used in this part. Construction means work related to planning, engineering, designing, testing, building, changing, improving, extending, buying, inspecting, or supervising treatment works, including field tests of new wastewater methods that meet the rules under section 1314(d)(3). Treatment works means the equipment, systems, and land used to store, treat, recycle, or reclaim municipal sewage or industrial liquid waste to meet section 1281 or to recycle water at the lowest cost over the works’ expected life. It covers sewers, collection systems, pumps, power and other equipment and their attachments; upgrades and additions; backup treatment units and clear wells; and land needed for treatment, storage before land application, residue disposal, or construction. It also includes other methods for preventing, reducing, storing, separating, or disposing of municipal or industrial waste (including storm water and combined sewer systems); any grant application that uses such methods must, under Administrator guidelines, show the proposal is the most cost‑efficient choice over the life of the works to meet sections 1311, 1312, or 1281. For those methods the Administrator must publish evaluation guidelines, including cost‑effectiveness rules, within 180 days after October 18, 1972, and update them at least once a year. Replacement means money spent to buy and install equipment or parts during the useful life of the treatment works to keep its designed capacity and performance.
