The Administrator must set up an efficiency grant program within 180 days after November 15, 2021, if money is available. The program will give grants to replace or fix equipment that makes small publicly owned treatment works use less water or energy, based on an efficiency audit. Grants can go to owners/operators of works serving up to 10,000 people or disadvantaged communities, or to nonprofits helping them. Every 2 years after the program starts, the Administrator must report to Congress listing each grant recipient and summarizing program activities. At least 15 percent of grant funds must go to works serving fewer than 3,300 people. No more than 2 percent of the money may be used for the Administrator’s administrative costs.
