Title 33 › CHAPTER 26 — WATER POLLUTION PREVENTION AND CONTROL › SUBCHAPTER II — GRANTS FOR CONSTRUCTION OF TREATMENT WORKS › § 1302e
The Administrator must create a competitive grant program to give money to groups that help low- and moderate-income households pay to connect their homes to publicly owned treatment works (public sewer systems). Eligible entity: either a public sewer owner/operator that helps or wants to help low- and moderate-income people connect, or a nonprofit that helps those people pay connection costs. Program: the competitive grant program. Qualified individual: the meaning given in section 1383(j). Groups must apply the way the Administrator sets out. The Administrator must say yes or no within 90 days after getting an application. Grants will go to groups that work with qualified individuals and that already have, or plan to start, a connection-assistance program. Before giving money, the group must confirm the household connected voluntarily and, if the group is not the sewer owner, that the sewer system agreed to the connection. A sewer owner/operator may reimburse a person by lowering what they owe for service or by paying them directly. Congress authorized $40,000,000 each year for fiscal years 2022 through 2026. At least 15% of funds must go to systems serving fewer than 3,300 people, and no more than 2% may be used for the Administrator’s administrative costs.
