After public hearings, the Administrator may allow certain pollutant discharges under controlled conditions for approved aquaculture projects supervised by Federal or State authorities. The Administrator must write rules that set procedures and require the same criteria and permit requirements used for permits under section 1342. A State may run its own permit program if the Administrator finds that program adequate.
