The EPA must lead and pay for research, tests, training, and studies to stop or cut back dumping waste into ocean waters and other waters named in the law after October 6, 1980. The work must find ways to protect people, wildlife, and the economy and must create safer ways to dispose of waste. The EPA must also help and work with federal, state, local, and private groups by sharing information, money, and other support. The law does not change the December 31, 1981 deadline for ending ocean dumping of sewage sludge. The EPA, working with the Secretary, the Secretary of Commerce, and other officials, must study whether coastal regions can use regional waste plans. These plans should cover what wastes exist, the health and economic effects, ways to reduce harm, rules that apply, and permit improvements. The EPA and the Secretary of Commerce must send a report on New York City sewage sludge disposal to the President and Congress not later than one year after April 7, 1986, showing options, costs, and any needed law or regulation changes.
