Title 33 › Chapter 33— PREVENTION OF POLLUTION FROM SHIPS › § 1909
The President, with the Senate’s approval, can accept proposed amendments to the MARPOL Protocol that the IMO Secretary‑General sends to the United States, except for certain kinds of amendments listed below. If a proposal affects Annex I, II, V, or VI, their appendices, or Protocol I, the Secretary of State may handle it after consulting the Secretary or the Administrator. The Secretary or Administrator must tell the Secretary of State what action they think is right at least 30 days before the Article VI objection period ends. After consulting the Secretary, the Secretary of State may also declare that the United States does not accept an Article VI amendment.
