The Coast Guard Commandant, with the Interagency Committee, must take six actions to cut plastics and other garbage from ships under MARPOL Annex V and the Act to Prevent Pollution from Ships (33 U.S.C. 1901 et seq.). Those actions include reducing illegal dumping; monitoring and enforcing the rules cost‑effectively with federal and state partners; helping ports provide and check trash receptacles (33 U.S.C. 1905); making a waste‑management plan with commercial and recreational boaters; boosting international cooperation; and creating a voluntary reporting program for damage, navigation problems, and observed violations.
