The Secretary can let the Marine Debris Foundation run a prize competition under an agreement, including a grant or cooperative agreement. Under that agreement, the Foundation must advertise the contest, recruit participants, handle and administer funds, accept Federal and non‑Federal money to run the contest and pay cash prizes, and raise private funds to cover administrative costs and prizes. The Foundation must consult with a range of experts (Federal and State agencies, conservation groups, industry, researchers, standards experts, and other chosen advisors) when designing and awarding the prize. It must develop winner selection criteria with the Secretary’s approval, help advise the Secretary on picking judges, announce one or more winners each year, and protect competitors’ trade secrets and confidential business information. The Foundation may request and accept Federal and non‑Federal funds, may accept a donation that names a prize, and must not give special treatment to donors. Subject to the rules above, it must award one or more cash prizes at least biennially of not less than $100,000. More than one prize in a year is allowed only if all extra prizes use only non‑Federal funds and the Under Secretary sets the additional prize amount after being notified that funds are available.
