Supports building artificial reefs in U.S. waters. Congress found U.S. fish production is too low; overfishing and habitat loss have cut fish numbers and variety; higher energy costs hurt fisheries; and fishing is important to coastal economies, with direct and indirect returns that are threefold. Properly designed reefs can improve habitat, fishing, production, energy efficiency, and local economies.
