The Secretary must review a report from a non‑Federal group that explains why the federal government should pay to operate and maintain a federally authorized harbor. The report can use projected economic gains (like transportation savings and job creation) and other factors (navigation safety, national security, and keeping subsistence harbors working). Within 180 days the Secretary must send a written reply and assessment. The Secretary may use the report to support extra operation and maintenance funding under section 2211(b), and this does not stop operation and maintenance under that same section.
