Defines key words used in the rules about harbors and navigation projects. Deep-draft harbor: a harbor planned to be built deeper than 45 feet. Eligible operations and maintenance: Federal work to run, fix, and keep harbors safe — including dredging to keep depth and width, building and running places to put dredged material, cleaning contaminated sediments that affect channels, and fixing damage caused by those activities. For the Saint Lawrence Seaway, it means similar work done to keep the Seaway and its navigation improvements in good repair. It does not include buying land, easements, rights-of-way, or moving things for the project. General cargo harbor: a project authorized under section 202 or any harbor built to over 20 feet but not more than 45 feet. Harbor: a channel used to move commercial cargo by ship, but not inland harbors, the Saint Lawrence Seaway, local access or berthing channels, channels built or kept by private groups, or parts of the Columbia River except channels downstream of Bonneville lock and dam. Inland harbor: a commercial navigation project on inland waters, excluding Great Lakes projects, tidal projects, projects deeper than 20 feet, local access/berthing channels, and privately built or maintained projects. Nominal depth: the stated depth plus any extra depth needed so a vessel can pass safely at mean low tide. Non-Federal interest: non-Federal entities as defined in another law, including interstate agencies and port authorities set up by compacts approved by Congress. United States: includes the states, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa, the Trust Territory of the Pacific Islands, the Northern Mariana Islands, and any other U.S. territory or possession.
