Lets the Secretary decide there is an emergency on a federal inland waterway after talking with district commanders, people who use the waterway, and the Coast Guard. A "bypass" is a nearby alternate channel used when water is high. An "emergency condition" can be very high or low water that stops commercial boats, big obstructions like silt or rock, a broken or stuck lock and dam, or another problem the Secretary finds important. If an emergency is found, the Secretary may carry out projects to fix it or use a bypass, following other federal rules and only if money is available. Work must start within 60 days and, as much as possible, finish within one year. Congress authorized $25,000,000 for each of fiscal years 2022 through 2024, to remain available until spent.
