The Secretary must, if local public officials ask, study whether old industrial sites, millraces, and similar existing facilities can be repaired and used to make hydroelectric power, and how to do that. If asked, the Secretary must also give technical help to local public agencies, including electric cooperatives, to design projects to fix up sites that have been studied or could be studied. Non‑Federal partners must pay 50 percent of the cost. Congress may provide $5,000,000 each year for the fiscal years ending September 30, 1988, through September 30, 1992, to carry out this work. Those funds remain available until spent.
