The Secretary must study how possible Canadian tidal power projects in the Bay of Fundy would affect the United States. The Secretary must work with NOAA, the National Marine Fisheries Service, the U.S. Fish and Wildlife Service, other agencies, and the National Research Council, and must send the results to the proper Congressional committees. The study has two parts. Part 1 (due October 1, 1988) must look at tidal-range effects on beaches and estuaries and say what follow-up studies are needed. Part 2 (due October 1, 1990) must examine environmental, social, economic, and institutional impacts and recommend measures in Canada and the U.S. to reduce harm. Congress authorized $1,100,000 for Part 1 and $8,900,000 for Part 2, available in the fiscal year ending September 30, 1987 or any later year, until spent.
