When the President sends Congress the Civil Works Program budget request for a fiscal year, the Secretary must also send a report to the House Transportation and Infrastructure Committee and the Senate Environment and Public Works Committee. The report must show the status of projects that need mitigation under section 2283, covering projects now under construction, projects the President is asking money for next year, and projects already built but still missing required mitigation. The Secretary must use one consistent method to report each project, give both a written and a numeric status, list specific dates for the consultations under section 2283(d)(4)(B), and make the report available to the public, including on the Internet.
