The Secretary can give technical help to States and local governments to set up third-party mitigation tools, like mitigation banks or in-lieu fee programs, so money goes to high-priority ecosystem restoration projects. The Secretary must give priority to governments that already have state, regional, or watershed plans listing priority restoration actions, and must try to make sure the help leads to real restoration in those high-priority areas.
