§2283c Technical Assistance

Summary

The Secretary can give technical help to States and local governments to set up third-party mitigation tools, like mitigation banks and in-lieu fee programs. The goal is to direct mitigation money to the most important ecosystem restoration projects. When giving help, the Secretary must put first those States and local governments that have state, regional, or watershed-based plans listing priority restoration actions. The Secretary must try to make sure the help leads to tools that restore the high-priority areas named in those plans.
