If the President declares war or a national emergency that may need the Armed Forces, the Secretary may, without other legal limits, stop Army civil works that are not essential and use program funds, personnel, and equipment on military, civil defense, or essential civil works projects. The Secretary must immediately tell the appropriate Congressional committees what he does and must stop using these powers within 180 calendar days after the later end of the war or the emergency.
