The Secretary can do surveys, plans, studies, and reports to find and promote new, environmentally friendly engineering and environmental solutions for important national problems. That work could lead to projects under existing authorities or to recommendations for new approvals. Congress allowed $1,000,000 to be spent for each fiscal year 1997 through 2000. The Secretary can also accept and spend extra money from other federal agencies, states, or non‑federal groups to carry out this work.
