Corps districts must keep and share simple financial records for any water project where a non‑Federal partner pays part of the cost. A balance sheet is a short record that shows how much each federal and non‑federal partner paid and how those funds were spent or remain. If a non‑Federal partner who paid money asks, the district must give them a copy of the balance sheet. If a project finishes costing less than expected, any extra non‑Federal money must be returned or transferred back to the non‑Federal partner according to the project's cost‑sharing rules.
