§2315b Transparency and Accountability in Cost Sharing for Water Resources Development Projects

Summary

Require each district of the Corps of Engineers to keep a balance sheet for every water project that needs a non‑Federal cost share. Balance sheet — a simple record showing what each Federal and non‑Federal party paid and the current status of those funds. The district must give a copy to any non‑Federal funder who asks. If a project finishes costing less than the estimate, the Corps must return extra non‑Federal money to the non‑Federal partner according to the project’s cost‑share rules.
