Within 180 days after October 23, 2018, and after telling the public, the Secretary must use available funds to accept help from non‑Federal or commercial groups to remove sediment behind dams the United States owns or runs so the project’s storage is restored. The Secretary must review the work to make sure it fits the project’s purpose, require the helper to protect the United States against any damage to the dam or have an approved agreement to handle it, and require sediment surveys before and after the work to measure amounts and quality. The Secretary cannot accept help if, after talking with the Chief of Engineers, doing so is not advantageous to the United States; if so, the Secretary must send a written explanation to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate. Before accepting any services, the Secretary must give those same committees written notice. The helper may keep, use, recycle, sell, or dispose of the removed sediment, and the Corps may not charge for its value. Not later than 3 years after October 23, 2018, the Secretary must send the two committees a report on the program’s results.
